Some people swear by Paint, but funk dat.  Paint Shop Pro has always been my graphics editor of choice.  If you're looking for free, GIMP would probably work.  Or that Paint.NET 2.0 thing maybe, but I've never used it very much.

To be honest, I never need much more than Paint for basic sprite comicry, but I often switch over to PSP7 for effects and saving the final product.

I had one time, an expert in the biz reccomend to me GraphicsGale Free Edition, might be worth checkin out. Seems to be moonspeak based though.
